Funding:
PCAR (Pennsylvania Coalition Against Rape)
Founded in 1975, PCAR is the oldest state coalition in the country. Its purpose is to advocate for
services for all victims/survivors of sexual assault and to increase the public's understanding of sexual
violence. What began as a small, determined group of women from several centers in urban areas has
grown to an establishment of 51 rape crisis centers servings all 67 counties in the Commonwealth of
Pennsylvania. PCAR is PASSAGES' largest funding source.


Pennsylvania Commission on Crime and Delinquency (PCCD)
Authorized under Act 274 of 1978, PCCD oversees criminal and juvenile justice planning, coordination
and policy analysis. In addition, PCCD administrates state and federal funding programs which are
separated into four funding streams: The victim/witness services provisions of State Act 96 of 1984
(VS); the federal Juvenile Justice and Delinquency Act of 1974 (JJDP); the federal Victims of Crime Act
of 1984 (VOCA); and the federal Anti-Drug Abuse Act of 1988 Drug Control and Systems
Improvement program (DCSI). PASSAGES, Inc. receives funding from the federal VOCA program to
provide services to victims of sexual assault.


United Way of Clarion County
The mission of the United Way of Clarion County is to raise funds for Clarion County's most critical
human service needs. For 2011 United Way of Clarion County goal for 2010/2011 is $ 185,000 to
disbursed to the following agencies:

DuBois Area United Way
The goal of the Dubois Area United Way is to raise sufficient funds to meet the requests of all our
member agencies. For 2011, the DuBois United Way has raised $409,673.60 that will be supporting the
following 23 member agencies in the areas of DuBois, Falls Creek, Reynoldsville, Sykesville, Troutville
and Brockway boroughs and Bloom, Brady, Huston, Sandy, Union, Winslow, Snyder, Washington, and
Polk townships.

Brookville Area United Fund
The Brookville Area United Fund supports services and programs helping people in the Sigel, Corsica,
Summerville, Knoxdale, Pinecreek, Eldred, Warsaw, Barnett, Heath, Clover, Rose and Beaver areas.
PASSAGES, Inc. is one of nineteen agencies to receive funding each year.
For the 2010/2011 year the Brookville Area United Fund will be allocating $85,000.00 to the following
agencies:

Commissioners of Clarion County
The Clarion County Commissioners provide funding to thirteen non-county agencies each year to assist
them in enhancing the quality of life in Clarion County. The 2011 budget for these agencies is
$2,930,194.00.

Fundraising
Any additional funds necessary to meet agency needs each year must be acquired through fundraising
efforts by the Board of Directors, Volunteers and Staff of PASSAGES, Inc.
