PCAR (Pennsylvania Coalition Against Rape)

Founded in 1975, PCAR is the oldest state coalition in the country. Its purpose is to advocate for services for all victims/survivors of sexual assault and to increase the public's understanding of sexual violence. What began as a small, determined group of women from several centers in urban areas, has grown to an establishment of sexual assault centers in 54 counties with crisis counseling available in every county of Pennsylvania. PCAR is PASSAGES' largest funding source.

Pennsylvania Commission on Crime and Delinquency (PCCD)

Authorized under Act 274 of 1978, PCCD oversees criminal and juvenile justice planning, coordination and policy analysis. In addition, PCCD administrates state and federal funding programs which are separated into four funding streams: The victim/witness services provisions of State Act 96 of 1984 (VS); the federal Juvenile Justice and Delinquency Act of 1974 (JJDP); the federal Victims of Crime Act of 1984 (VOCA); and the federal Anti-Drug Abuse Act of 1988 Drug Control and Systems Improvement program (DCSI). PASSAGES, Inc. receives funding from the federal VOCA program to provide services to victims of sexual assault.

Beginning January 1, 1998, PASSAGES became one of the recipients of a STOP Violence Against Women grant awarded to Clarion County. The grant provides federal support to improve the criminal justice systems response to violence against women and to enhance the services available to women who have been victims of violent crime. The funding is being divided between law enforcement, prosecution, and victim services.
